Digital Console
A future conversational digital-mode workspace with receive-only message evidence and inert draft syntax checks.
Commissioning
The console records only validated received-message evidence; no protocol decoder is active.
There is no compose, send, reply, QSO, PTT, playback or rig-control capability. A narrow operator draft check is transient only: it cannot persist, queue, send, or affect a QSO. A reviewed protocol decoder and receive allocation must be commissioned before any session or message can exist.

The manifest requires only local receive capacity. It declares no reply, compose, PTT or transmit resource.
